No state program. Tennessee isn't on USDA FSIS's list of states that run their own meat and poultry inspection program, so meat and poultry plants in Tennessee that need inspection are inspected by FSIS, the federal agency. (USDA FSIS list of state inspection programs)
Either way, plants under federal inspection can sell anywhere in the U.S., and custom-exempt meat processed for an owner's own household is marked "Not for Sale." On a package, a USDA mark of inspection with an establishment number means federal inspection, and a state mark means state inspection. See what to look for on a package.
